Executive Director, Water Operations and Systems

The Executive Director, Water Operations and Systems leads a team of around 105 staff to deliver statewide water regulation and support services, ensuring safe drinking water, dam safety, emergency response, and compliance with the Water Act 2000. The role drives business improvement, represents Queensland in national water reform, and leads strategic engagement across government and community to safeguard and sustainably manage the state’s water resources.

 

Your Responsibilities

As Executive Director, Water Operations and Systems, you will:

  • Lead the department’s regulatory functions across Urban and Rural water delivering effective behaviour change among the regulated community through using the suite of regulatory tools in an effective manner with a proportionate impact on the regulated sector.

  • Provide high level strategic advice and analysis to the Minister, Director-General and Deputy Director-General on water resource management regulation and compliance, drinking and recycled water regulation and dam safety regulation.

  • Lead a team of four directors to deliver priority outcomes whilst building capacity and maintaining a positive work culture.

  • Analyse complex challenges, identify relevant issues, formulate and analyse innovative options for solutions, and forecast and negotiate impacts in order to ensure effective client experience and easier access to government services.

  • Develop and maintain effective relationships, and work collaboratively with local, state and federal agencies, water entities, and stakeholders.

  • Provide leadership for best practice regulation of drinking water and recycled water service provision and the regulation of dam safety in Queensland. 

  • Lead the department’s major investigations and prosecutions functions across all regulatory areas

  • Support statewide water planning function in delivery of specialist community engagement capability.

  • Lead department’s engagement with Federal agencies around national water reform including the developing effective water markets in Queensland.

  • Lead the department’s Emergency Response function and represent the department on relevant Disaster and Security forums

  • Represent the department and government in a range of high level regional, state and national forums, including the Regulatory Leaders Forum.

  • Lead a financially sustainable, high performance, workforce by implementing a right size organisational structure to deliver key outcomes effectively and efficiently within agreed budget allocation.

  • Ensure the development and promotion of an integrated and flexible organisation in line with corporate strategic planning and performance targets.

  • Other duties as directed and required.
