About the Expert Legal Panel
The Expert Legal Panel (the Expert Panel) is established as a government advisory body.
The primary role and responsibility of the Expert Panel is to assess which other offences should be included in amendments of the Youth Justice Act as part of prescribed Adult Crimes and provide the advice to the Minister for Youth Justice and Victim Support and Minister for Corrective Services.
The Expert Panel will also provide advice to the Minister for Youth Justice and Victim Support and Minister for Corrective Services on particular issues as requested by the Minister.
Background information
The Queensland Government’s Making Queensland Safer Plan includes a Government commitment to establish an expert legal panel.
Further, the Ministerial Charter Letter for the Minister for Youth Justice and Victim Support and Minister for Corrective Services includes the commitment to establish the Expert Panel to review future stages of Adult Crime, Adult Time legislation.
On 13 December 2024, the first tranche of the Making Queensland Safer Laws (MQSL) commenced. The MQSL make amendments to several Acts, including changes to implement the Adult Crime, Adult Time policy by changing the sentencing of certain offences, for which young people will be liable to the same maximum, minimum and mandatory penalties as adults.
Membership
The Expert Panel will consist of up to five members, including:
a chairperson; and
up to four members
At least three members including the chairperson will be required to have relevant skills or experience in either legal practice or law enforcement. Other members may be appointed with skills or experience in fields relevant to the criminal justice system, public policy, or victim support.
The chairperson may appoint another member to act as acting chairperson if the chairperson is not able to fulfil their role for a meeting.
Member responsibilities
Members will be required to undertake the following activities:
attend scheduled meetings of the Expert Panel
prepare for Expert Panel meetings by reviewing meeting material
actively participate and contribute to discussions and decisions at Expert Panel meetings
consider and provide comment on research and other documentation prepared on behalf of the Expert Panel
prepare documentation on behalf of the Expert Panel, including advice to the Minister for Youth Justice and Victim Support and Minister for Corrective Services
participate in engagement and consultation activities of the Expert Panel
participate in stakeholder and other meetings on behalf of the Expert Panel.
Chairperson responsibilities
The responsibilities of the chairperson include:
the development of the Expert Panel’s priorities, in consultation with members and the Minister for Youth Justice and Victim Support
review of material prepared by the Expert Panel’s secretariat in advance of distribution to the members
appointing a member to act as the acting chairperson, if the chairperson is unavailable to attend a meeting
hosting engagement and consultation activities of the Expert Panel.

Members of the Expert Panel will hold office with the terms and conditions decided by the Minister and are appointed by the Minister for Youth Justice and Victim Support and Minister for Corrective Services.

It is proposed that the chairperson and eligible members will be remunerated in accordance with the Remuneration procedures for part-time chairs and members of Queensland Government bodies, including preparatory work.
Public sector employees employed full-time or part-time, who are appointed as members of the Board are not to be paid daily fees or annual allowances, except where this is approved by government.

The chairperson and eligible members of government bodies (whether they are paid or unpaid) are eligible to be reimbursed for reasonable out-of-pocket expenses including domestic travel, accommodation costs, motor vehicle allowances and meals.
