The Queensland Building and Construction Commission (QBCC) is Queensland’s building and construction regulator. Our mandate is to independently regulate the building and construction sector, and efficiently manage the Queensland home warranty insurance fund (the Queensland Home Warranty Scheme).

We are an independent statutory body established under the Queensland Building and Construction Commission Act 1991 (QBCC Act) governed by the Queensland Building and Construction Board (QBC Board).

Led by the CEO and Commissioner, we support the growing Queensland community through our contribution to a thriving and resilient building and construction industry that supports sustainable social, environmental and economic outcomes for the state.

Our regulatory purpose is to reduce risk in the building and construction industry, offer protection from harm, and encourage innovative industry responses to current and emerging challenges.

The building and construction industry is a cornerstone of Queensland’s economy, contributing over $59 billion annually and employing more than 270,000 people—making it the state’s third-largest employer.  

With a focus on the customer, the QBCC has service centres located throughout the state, including Brisbane, Cairns, Gold Coast, Mackay, Maryborough, Rockhampton, Sunshine Coast, Townsville and Toowoomba.

CEO & Commissioner

Position Purpose

The QBCC is a statutory body established under the Queensland Building and Construction Commission Act 1991 (QBCC Act) to regulate the building industry. Its role is to educate, protect and support the Queensland building and construction industry and community.

The purpose of the CEO and Commissioner role is to provide strategic, visionary and value-based leadership and direction to QBCC. It is responsible for driving whole of business transformation, reform and change and guiding the Commission to deliver high quality services, programs, and corporate objectives in line with the priorities and policies of the Government of the day.

The CEO and Commissioner role is a dual position that encompasses both statutory responsibilities in relation to regulatory compliance and safeguarding public safety, as well as the leadership and management of QBCC, its operations and its employees.

The Commissioner role is a statutory appointment, and the role is responsible for the oversight of the regulatory functions of administering the various acts the QBCC is responsible for, primarily the Queensland Building and Construction Commission Act 1991 (QBCC Act).

The CEO and Commissioner works closely with the Board, senior leadership team and industry stakeholders to provide governance, oversight and accountability, uphold the regulatory standards and framework and inform industry standards and practice.

The QBCC has approximately 780 employees across nine locations throughout Queensland, one in Brisbane and eight regional locations (Gold Coast, Toowoomba, Sunshine Coast, Maryborough, Mackay, Rockhampton, Townsville and Cairns).

The role has nine direct reports including a Director of the Commissioner’s Office and eight Senior Executive Service officers who are responsible for:

  • Delivery of regulatory services for the provision of QBCC’s regulatory functions including;

    • Regional services centres.

    • Regulatory standards and support functions encompassing: licensing, financial compliance; and customer contact centre.

    • Regulatory operational functions encompassing: dispute resolution; compliance and enforcement; building and technical inspectorate; non-conforming building products; industry quality; and the Safer Buildings program.

    • Regulatory practice and engagement functions encompassing: internal regulatory and industry capability; customer and stakeholder engagement; and regulatory intelligence and insights.

  • Regulatory support services encompassing functions of:

    • Integrity and risk functions encompassing: Adjudication Registry; medication and conciliation; governance and risk; ethics, standards and complaints; regulatory assurance and audit (including internal review)

    • Legal and legislation functions encompassing legal services; policy and legislation; and right to information and privacy.

    • Board secretariat services to the QBC Board, four Board sub-committees, the Services Trades Council and the Industry Advisory Committee

  • QBCC operates as an independent entity, providing all required corporate services to support operations and strategies. This includes end to end functions for:

    • Customer and strategy functions encompassing: strategy, planning and performance; portfolio management; customer experience; communications, media and executive services and business intelligence and analytics

    • Financial services functions encompassing: finance; procurement; insurance scheme management; and facilities management.

    • Digital and information functions encompassing: digital services; digital transformation and portfolio management; technology; cyber security; and information management.

    • Human resources functions encompassing HR advisory and business partnership, payroll learning and organisational development, change management, employee relations, and workplace health and safety.
