Position Purpose

The Chief Finance Officer (CFO) leads Energy Queensland (and its subsidiaries) Business Services Division and is responsible for setting the overall financial strategic direction and delivery of financial services. As the custodian of EQL’s financial performance and related governance, financial control (including accounts payable and receivable), financial performance and analysis (including investment governance and oversight of all material investments), business process improvement (including enterprise content management), sustainability, procurement and supply functions.


Your Key Accountabilities

  • As a member of the Energy Queensland Executive Leadership Team, the CFO supports the strategic business and operational planning activities of Energy Queensland to achieve the required business objectives.

  • Leads, coaches, and develops a high performing leadership team with the appropriate mix of business knowledge and technical skills and capability required to lead a commercial and sustainable division.

  • Execute the organisation strategy, fostering a high performing division and employee engagement to achieve business objectives.

  • Work closely with the CEO and Executive Leadership Team to develop and deliver on financial strategies that support stakeholder objectives, develop business investment planning frameworks, perform financial planning and act as joint asset owner.

  • Champion and provide leadership to the development and implementation across the organisation of a best-in-class investment management framework concurrently with associated financing of same. This includes overseeing levels of assurance, both at business case decision points and on overall investment portfolio governance and progress. 

  • Manage critical interfaces with the Board, CEO and Government on financing models and delivery for the future while ensuring timely, accurate financial analysis, reporting, and recommendations at all levels.

  • Primary lead for the delivery of Government’s fiscal mandate, quarterly briefs to Queensland Treasury Corporation (QTC) and the two shareholding Ministers portfolios regarding the Statement of Corporate Intent (annual business budget) and Corporate Plan and Mandate deliverables.

  • Primary lead for QTC annual performance reports provided to Treasury and Fitch credit agency reviews including interactions with other key external stakeholders Queensland Auditor General and Queensland Audit Office.

  • Establish and provide strategic oversight of financial systems, processes and transactions across the business ensuring that all necessary budgetary, taxation, statutory, annual funding and working capital needs, regulatory financial outcomes and reporting requirements are met.

  • Provide specialist commercial and investment decision support services across the business to drive rigour and commerciality in business decisions.

  • Accountable for the strategic direction and implementation of Energy Queensland’s enterprise wide business process improvement, and management of enterprise content management.

  • Accountable for Energy Queensland’s sustainability framework and associated reporting supported by senior management working in key areas of ESG risk, as well as employees with specialist ESG skills.

  • Deliver best in class commercial procurement and supply (including logistics and warehousing) outcomes for Energy Queensland with an effective program of contracts and purchasing arrangements that deliver materials and services efficiently and cost effectively across the state.

  • Accountable for the advocacy, and advancing reconciliation with First Nations communities, embedding these efforts into Energy Queensland’s core values and operations. This includes fostering respective relationships and supporting inclusive reconciliation led practices and initiatives. 

  • Collaborates effectively managing information and confidentiality requirements across Energy Queensland in accordance with applicable ring-fencing parameters. 

  • Demonstrate a personal commitment to health, safety and environment and support a diverse and inclusive workplace.

  • Compliance with all relevant legislation, policies, procedures, and practices.

  • Collaborates with the Executive Leadership Team to provide strategic and technical financial, business strategies and investment decisions, as required.

  • Works closely with EGM Yurika, EGM Retail and EGM Regulation, Risk and Strategy on growth and investment opportunities providing appropriate financial frameworks, governance and advice.

  • Interacts frequently with shareholder representatives, government departments, the investor community, financial institutions, and regulatory bodies such as Australian Taxation Office, Australian Securities and Investment Commission and Regulatory Determination Process.

What We Are Looking For

    • Extensive experience in an executive role in a large complex organisation, government owned corporation or the utilities or other infrastructure sector.

    • Proven leadership in the delivery of effective corporate and financial strategies with an established record in the provision of financial advice at Executive and Board level.

    • Highly developed commercial acumen with experience in balancing corporate priorities and stakeholder expectations in complex financial, political and industrial environments.

    • Previous experience in corporate financial governance and the establishment of appropriate, cost-effective business frameworks processes and controls.

    • Demonstrated ability to drive cost effective commissioning of goods and services, utilising best practice procurement processes and supplier relationships.

    • Ability to provide a value-added specialist commercial support and partnering function across the business to drive rigour and commerciality in business decisions.

    • Demonstrated experience in developing and leading a team with the ability to engage and inspire individuals to create a high performing customer focused team that is change agile and collaborative and delivers on required business objectives.

  • Essential

    • Degree level qualifications in Commerce, Finance or Business Management or a relevant discipline.

    • CPA/CA or equivalent.

    Desirable

    • Post-graduate qualifications in a relevant discipline.

    • This position will be required to travel intrastate.

    • This position will be required to occasionally travel internationally.
