Senior Director, Funding Strategy and Intergovernmental Policy

Responsibilities
As Senior Director of the Funding Strategy and Intergovernmental Policy Branch, you will provide strategic and operational leadership on funding strategy and policy, ensuring alignment of activities with Queensland Health’s strategic direction. You will support the delivery of quality health services in Queensland by ensuring Queensland Health priorities are appropriately funded and Queensland Health is effectively contributing to and influencing inter-governmental policy debates.
Key accountabilities include:
Lead negotiations as appropriate with the Commonwealth Government on Commonwealth health funding agreements and national health reform proposals.
Lead development of Queensland Government positions on Commonwealth public hospital funding and key health funding agreements, including provision of advice to the Minister, Director-General, Deputy Director-General, Executives and central agencies.
Lead development of Queensland Health’s annual Budget and Mid Year Review submissions to Cabinet Budget Review Committee, including provision of high-level and evidence-based advice to the Minister, Director-General, Deputy Director-General and Executives.
Lead development of the budget strategy underpinning the budget submission, including analysis of the drivers of health expenditure and opportunities to improve value for money.
Lead ongoing development of the Queensland Health long term financial projection model to project health expenditure and required funding over a ten-year time horizon and analyse the impact of alternative policy settings.
Provide advice on key Commonwealth Government health reform initiatives and the Commonwealth budget advice to the Minister, Director-General, Deputy Director-General and Executives.
Lead modelling of the funding and service delivery impacts of Commonwealth health funding policies and options to inform Queensland Government positions.
Provide high-level advice of trends in health expenditure, funding and health service performance.
Establish and maintain productive relationships with key stakeholders including central agencies, the Commonwealth and other States and Territories to influence directions and outcomes related to future health system funding and intergovernmental policy.
Provide performance reporting within required timeframes for major funding agreements with the Commonwealth and other intergovernmental commitments.
Lead, coach and develop your team to ensure they have the capability and are effectively supported to deliver on Branch objectives including providing regular performance coaching, identifying development opportunities and managing performance issues as they arise.
Work as a member of the Strategy, Policy and Reform Division leadership team to ensure a collaborative and cohesive approach to leadership throughout the Strategy, Policy and Reform Division and FSIP Branch.
Apply defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
The essential requirements for this role are:
Proven ability to provide effective leadership in planning, developing, implementing and evaluating strategic projects to support organisational goals that are delivered in the context of public and political expectations.
Thorough knowledge and understanding of the machinery of government, policy and the public health system operating context and complexities of Queensland Health.
Superior analytical and problem-solving skills which allow for the development of innovative solutions for complex and sensitive issues.
Demonstrated exceptional interpersonal skills in negotiation, consultation, facilitation and written and oral communication within a complex environment characterised by diverse stakeholder groups and wide-ranging competing priorities.
